To encourage systematic research-policy engagement, PASGR initiated Utafiti Sera, a platform that offers policy actors an opportunity to deliberate on uptake of research evidence in policy decisions and actions to attain inclusive development. One such an opportunity, “stakeholders’ consultative forum” was organized on August 22, 2016 at Panafric Hotel, Nairobi. The forum focused on the proposed Social Protection Bill, which the government of Kenya is developing to address fragmentation of social protection interventions and to coordinate the three pillars: social assistance, social health insurance and social security in the country. During the forum, policy makers, practitioners, researchers and media discussed the proposed National Social Protection Bill; shared experiences of social protection legislation from other countries such as Pakistan, South Africa, Mozambique and Tanzania; suggested improvements to the draft Bill; and agreed on the way forward.
