Growing mistrust despite digital expansion

Nigeria’s digital economy is expanding rapidly, yet small and medium enterprises (MSMEs)—particularly those in informal sectors—continue to express significant distrust in regulatory frameworks and concern over data misuse. This latest report from the GINGER Project draws on extensive fieldwork to understand why many businesses are reluctant to engage with regulatory authorities.

Findings from the report highlight:

  • Deep concerns around anonymity and data privacy
  • Resistance to regulatory engagement due to historical mistrust
  • A fragmented business environment with low policy uptake

These challenges suggest that unless deliberate steps are taken, digital governance policies risk alienating the very businesses they aim to support.

Learning from the field

More than a research study, the GINGER Project was a learning journey. Faced with low trust, privacy fears, and logistical constraints, the research team revised its approach in real time. Methodological adaptations included:

  • Emphasizing anonymity and confidentiality

  • Offering multiple participation formats

  • Partnering with local associations to build trust

  • Clearly communicating how data would be used to benefit businesses

These changes led to improved participation rates and richer insights, offering a foundation for more inclusive and responsive policy recommendations.
