INCLUDE Knowledge Platform, in collaboration with the African Group of Negotiators (AGN), AU ECOSOCC, and ECOWAS, has announced an open call for applications for the position of Chief Analyst for the African Climate Negotiations Situation Room at the 31st United Nations Climate Change Conference (COP31), to be held in Antalya, Türkiye, in November 2026.
The appointment forms part of a groundbreaking initiative to strengthen Africa’s participation in international climate negotiations through real-time intelligence, evidence synthesis, and strategic analytical support. Operating from the ECOWAS Pavilion during COP31, the Situation Room will provide African negotiators with live analytical briefings, negotiation text tracking, position monitoring, and rapid-response insights across the continent’s priority climate issues.
As the senior operational lead of the Situation Room, the Chief Analyst will oversee the analytical team, coordinate intelligence products, and serve as the primary interface between analysts and African negotiators throughout the conference. The successful candidate will also contribute to preparations ahead of COP31, including dashboard development, simulation exercises, and coordination with thematic lead negotiators, before supporting post-conference evaluation and institutional learning.
The organisers are seeking a highly experienced climate negotiator with a minimum of five COP cycles of active negotiating experience and substantial expertise in at least two priority thematic areas, including climate finance, loss and damage, mitigation and fossil fuel transition, Article 6 carbon markets, technology transfer, or just transition. Candidates should demonstrate strong leadership, analytical judgement, and the ability to provide strategic guidance in fast-paced negotiation environments.
The consultancy runs from August to December 2026. The selected Chief Analyst will work remotely during the preparation phase before deploying full-time to Antalya from 9–20 November 2026 for the duration of COP31.
