Beyond enabling environment, local governments have business doing business

In this policy brief, the Local Governance Practioners’ Forum, one of the African Policy Dialogues in Ghana, discusses the need for governments to play a greater role the productive sectors for economic transformation to occur. It shows that in countries such as Ghana with a weak industrial base, governments should provide greater support and work closely with other actors to ensure the success of industrial policy.

For Ghana, this brief recommends that in addition to providing an enabling environment, the country’s local governments directly invest in industries in collaboration with the private sector and use innovative approaches to financing local economic transformation.
