Strategic actors


Effectively implementing policies to make development in Africa more inclusive means reaching strategic actors with the power and capacity to overcome the many political and institutional obstacles. It is about encouraging initially ‘unwilling’ actors to push for these policies, despite their interest in maintaining the status quo, and empowering ‘willing’ actors who do not yet possess the political influence to do so.
