Policy highlights:
  • In many Sub-Saharan African countries youth employment in agriculture is limited. Yet, this sector is crucial for economic growth and food security; hence, interventions are required to promote youth employment in agriculture.
  • To promote youth employment in the agriculture, policymakers are advised to: 1) remove controls and restrictions on land rent and rental transactions; 2) pilot and scale up land transfer programmes; 3) provide social welfare for the retired to encourage the transfer of land to youth; 4) reform laws to counter customary biases against youth land rights; 5) accelerate the registration of land rights with allocations for youth; 6) increase transparency and efficiency in land transactions through decentralization and modernization; and 7) promote strong civil society institutions to improve advocacy.
