Policy highlights:

  • Clear policy is needed to develop contextually appropriate and complementary instruments for agricultural and social protection interventions.
  • Policies should take account of contextual issues, including constraints and opportunities in agricultural and non-agricultural sectors, the structures of people’s livelihoods, current conditions and dynamics of change in markets and supply chains, existing social protection mechanisms, capacity for implementing agricultural and social protection interventions, and specific characteristics of different interventions.
  • The design of agricultural and social protection instruments should exploit synergies and avoid conflicts between them.
