Policy highlights:
  • In Nigeria, young people face many insecurities, including labour market, employment, skill reproduction, income, and representation insecurity. Research shows that to prevent these youth from resorting to criminal and antisocial means for survival, they should be provided with decent livelihood opportunities.
  • To address these issues, the ‘politics of change’ agenda of President Buhari identifies ten possible policy measures: 1) providing a monthly basic income to mothers to reduce child labour; 2) actively combating discrimination; 3) enforcing minimum wages to reduce the vulnerability of both workers and their dependants; 4) providing unemployment insurance, re-employment projects, and basic living allowance; 5) offering labour market training to the poorest and most excluded, to match up skills with industry demand; 6) introducing food-for-work schemes; 7) investing in public works development; 8) providing employment subsidies for low-skilled workers; 9) ensuring access to finance for youth entrepreneurship; and 10) offering cash transfers to marginalized groups.
